Important information about attending the viewing room at PH-INCD:
- A face covering that covers the nose and mouth is required to be worn inside of PH-INCD's facilities. A face covering must fit close to your face without large side-gaps that covers the nose and mouth. Acceptable face coverings include: Cloth masks made of tightly woven fabrics, such as cotton and cotton blends, and medical and non-medical disposal masks. Any mask that incorporates a valve or vent, or contains openings, holes, or visible gaps is non-compliant. The only exception to wearing a mask is children age 2 and younger. PH-INCD is not making exceptions due to the serious nature of this pandemic and the risk that anyone unmasked could expose others in the building to the coronavirus, which causes the serious and deadly disease, COVID-19.
- For anyone not willing or able to wear a face covering, PH-INCD offers the opportunity to view the meeting through our live stream on YouTube. Meeting videos are also posted on the PH-INCD YouTube page for viewing following the meeting.

Each of the seven Idaho Districts is governed by a Board of Health composed of seven to eight members appointed by the county commissioners from that District. Each Board of Health employs a District Director to oversee the daily operations of each Health District.

Mr. Lamar is a Latah County representative on our Board of Health, serving since May 2023. He is also a Latah County Commissioner.

Mr. Johnson is the Lewis County representative on our Board of Health, serving since January 2017. He is also a County Commissioner in Lewis County.
Rick Winkel
Clearwater County, IDSince 2016
Mr. Winkel is the Clearwater County representative on our Board of Health, serving since January 2017. He is also a County Commissioner in Clearwater County.
Connie Osborn, RN
Latah County, ID
Since 2016
Ms. Osborn was appointed to the Board of Health by the Latah County commissioners in January 2016. She represents our medical partners as well as the public.
Douglas Zenner, Vice Chairman

Mr. Zenner is the Nez Perce County Representative on our Board of Health, serving since 2011. He is also a County Commissioner in Nez Perce County.
Glenn Jefferson, MD
Nez Perce County, IDSince 2014
Dr. Jefferson is a resident of Nez Perce County. He was appointed to the Board of Health by the Nez Perce County Commissioners in 2014. Dr. Jefferson serves as our physician on the Board of Health.

Mr. Duman is the Idaho County representative on our Board of Health, serving since January of 2021. He is also a County Commissioner in Idaho County.
